Cluster based approach for promotion and multiplier effect on Cleaner production
 


Gujarat Department of Forests and Environment (GDFE) has assigned the task of Cluster Based Approach for Promotion and Multiplier Effect on Cleaner Production” to National Productivity Council (NPC), Gandhinagar.

Under this project, it is proposed for selecting an industrial cluster, having predominant presence of small and medium scale chemical industries, producing similar range of products, and are organized to address their common need of environmental management, be it in the form of Common Effluent Treatment Plant (CETP) and / for Common Hazardous Waste Treatment and Disposal Facility and to build their capacity for carrying out Cleaner Production Assessment in their member industries as a Cost Economic tool of Environmental management, through class room as well as Field Training. The member industries then would take up as a Self-help tool with the locally available CP professionals.

The Vapi industrial estate has been selected as the “ Cluster for the execution of the project”. The estate has been developed as a chemical zone by the GIDC and is one of the largest chemical estates of the country. The Dye & Dye intermediate units were selected due to tremendous market crunch and also because of the fact that they are facing strict compliance from the regulatory authority. This apart, the Dye and Dye intermediate industries are also contributing the huge amounts for the treatment and disposal of wastes to Vapi Waste and Effluent Management Company, Vapi.

In order to train the personnel from the selected industrial units, “four days class –room training on CP assessment” was organized at Vapi from 22-2-01 to 25-2-01. The objective of the program was to train the participants on how to carry out CP assessment in a typical small- scale chemical unit. The training comprised of sessions on CP concepts, techniques, methods as well as case studies and exercises. Total 12 industries are selected (list of the industries) as cluster for this project. Following activities are planned in this project.

  • Capacity building of 18 personnel, 12 from demonstration units and 6 from CETP by giving training on CP assessment.

  • Development of CP guide lines for Chemical sector

  • A comprehensive final report comprising of overall findings, generic results, waste exchange opportunities and recommendations for the future action.

  • Establishment of CP resource center to facilitate CP activities in the estate for information dissemination

  • Preparation of bilingual sectoral manual on 'CP Assessment in Chemical Industries' and video CD of 20 minutes duration on "Demonstration of CP in Chemical Industries".
